Las Flores Canyon ADUs
ADU Builder in Las Flores, Malibu
Las Flores runs from beach houses along Pacific Coast Highway up a steep canyon into the Santa Monica Mountains. The lower and upper ends of that canyon are very different places to build an ADU, and they may not even share a permitting agency.
Confirming Who Permits Your Las Flores ADU
Most Las Flores parcels near the coast are in the City of Malibu, and the city's Community Development Department reviews their ADUs. Higher up the canyon, the city boundary gives way to unincorporated Los Angeles County, and a parcel that feels like part of the same neighborhood may be permitted by the county instead, under different zoning and coastal rules.
So the first task on any upper-canyon project is checking the parcel's jurisdiction against county assessor and city records. It takes little time and prevents a costly false start. Once we know whether the city or the county holds the file, we design to that agency's ADU standards and coastal program from the beginning.

Debris Flow, Drainage and Las Flores Canyon ADUs
Steep canyon walls, brush and winter storms make Las Flores one of the places in Malibu where water and soil move fast. In 1994, a mudslide near Las Flores Canyon that followed a brush fire closed Pacific Coast Highway for months. Burned slopes shed debris readily for several winters after a fire, and canyon-bottom lots sit in the path.
That shapes where an ADU should go. We look at the drainage course, the canyon bottom and any debris path, and favor placements on existing pads above them. Foundations are designed from a geotechnical report, and drainage plans carry water to safe outlets rather than onto the slope below. On some lots a debris wall or deflection feature is worth discussing with the engineer.
Beach Lots at the Mouth of the Canyon
Where Las Flores meets the ocean, the lots look like the rest of eastern Malibu's beachfront: narrow parcels between the highway and the sand. The 2025 Palisades Fire destroyed almost all of the beachfront homes in this part of Malibu, and many owners are now planning rebuilds. An ADU designed into a new beach house can occupy a lower level or a highway-side unit over parking.
Rebuild ADUs on beachfront parcels were part of the city's 2026 ordinance discussion, with the Planning Commission recommending a reduced-setback provision for them. We review the adopted ordinance and any coastal certification status for your parcel before we draw, since the answer changes how much of the lot the unit can use.

ADU Types for Las Flores Hillside Parcels
Canyon lots usually have a single building pad holding the house and garage, with steep ground everywhere else. That makes above-garage units, garage conversions and junior ADUs the practical choices. A detached unit is possible where a second level area already exists, such as an old studio pad or a terrace below the driveway.
Access is narrow and winding on Las Flores Canyon Road and the streets that branch from it. Deliveries are planned for smaller trucks, and prefab modules may not reach upper-canyon lots. Fire-rated construction applies throughout, and the Los Angeles County Fire Department reviews access and fuel modification whether the parcel is in the city or the county.
Las Flores Canyon and Beach ADU Options
Above-Garage ADU on a Canyon Pad
Stacking a unit over the garage keeps the ADU on the one level area most canyon lots have, away from the drainage course and without new cuts into the hillside.
Beachfront Rebuild With a Las Flores ADU
Owners rebuilding after the 2025 fire can design a separate unit into the new house, on a lower floor or over highway-side parking, sharing structure and utilities.
Garage Conversion Off Las Flores Canyon Road
Converting an existing garage adds a legal unit with no grading on steep ground, and state law does not require the lost parking spaces to be replaced.

FAQs
Las Flores ADU Questions
Is my Las Flores Canyon lot in Malibu or the county?
Lower canyon and beach lots are generally in the City of Malibu, but upper-canyon parcels may be unincorporated Los Angeles County. We check the parcel's records before design.
Can I build an ADU in a Las Flores canyon bottom?
Canyon-bottom placements raise drainage and debris-flow concerns. An existing pad above the drainage course is usually a better location, guided by a geotechnical report.
What makes a Las Flores ADU cost more?
Steep access, hillside foundations, drainage and debris protection, septic constraints and fire-rated materials. Conversions and above-garage units avoid much of the site cost.
Can I live in my Las Flores ADU while the main house is rebuilt?
Some owners plan it that way. Whether the ADU can be finished and occupied first depends on how the permits are structured, which we work out during planning.
